Pleasant Grove is divided into twelve neighborhoods that are set up to accommodate local problems and needs. The Neighborhood Advisory Board consists of a board chair and one neighborhood chair for each of the twelve neighborhoods, who are appointed by the Mayor with the advice and consent of the City Council. The Neighborhood Advisory Board usually meets twice monthly.

The neighborhood chair provides a direct line of communication between the neighborhood and the City Council. Responsibilities include communicating information on current city issues, holding local meetings within the neighborhood and reporting back to the Council, gathering information on neighborhood needs and desires, assisting in the implementation and operation of neighborhood related city programs in their neighborhoods, and doing any other thing necessary or appropriate to accomplish the goals of the neighborhood program as outlined by the City Council.
